ATTALLA, Ala. - Shoppers entering the Wal-Mart Supercenter here got a reminder not to try anything funny: Two shoplifters stood outside with signs reading “I am a thief, I stole from Wal-Mart.”

Attalla City Judge Kenneth Robertson Jr. ordered the two people to wear the signs for four hours each during two successive Saturdays.

WASHINGTON - The Senate effectively killed a bid to allow consumers to buy their prescription medicines abroad Monday, requiring U.S. officials to certify the safety and effectiveness of such drugs.

The certification amendment, passed on a 49-40 vote, would require health officials to do something they have long said they cannot.

WASHINGTON - The Bush administration on Monday welcomed the election of French President-elect Nicolas Sarkozy, a pro-American conservative, as an opportunity to strengthen relations with France.

"We certainly look forward to cooperation with the French," White House press secretary Tony Snow said Monday. "And we know that there are going to be areas of disagreement. But on the other hand, there are certainly real opportunities to work together on a broad range of issues."

LONDON - A British man who went on a wild spending spree after doctors said he only had a short time to live wants compensation because the diagnosis was wrong and he is now healthy -- but broke.

John Brandrick, 62, was diagnosed with pancreatic cancer two years ago and told that he would probably die within a year.

He quit his job, sold or gave away nearly all his possessions, stopped paying his mortgage and spent his savings dining out and going on holiday.

DETROIT - Ford Motor Co. said Monday it will close its casting plant in Brook Park, Ohio, near Cleveland in 2009. The plant employs 1,218 hourly and salaried workers.

The company also will shutter Cleveland Engine Plant 1 in Brook Park for at least a year starting in two weeks. It employs 577 workers. A second engine plant at the complex just west of Cleveland will remain open.

LOS ANGELES - In her first public comments since she was handed a 45-day jail sentence for a driving related offense, celebrity heiress Paris Hilton has described her punishment as cruel and unwarranted.

She also fired her spokesman, veteran publicist Elliot Mintz, whom she blamed for getting her into the mess.

China warns of population growth China's top family planning body has warned of a "population rebound" as couples flout one child policy rules.
 
The widening wealth gap could lead to a rise in birth rates, Zhang Weiqing, from the National Population and Family Planning Commission, told state media.
