Yeah, but you know, your luggage was LOCKED as a deterrent prior, eh? I only do it when traveling to Europe. It's an old habit. The reality is, it is a fool's game. There is no lock that prevents a desired piece of luggage to be "lost". It's best to assume that you'll never see any checked baggage again, and wave 'bye-bye' as is goes down the conveyor belt. The best advice is to have a detailed inventory of contents, and receipts for any item of value you check. The last time coming back from Rome, beth's daughter's luggage was 'lost' and she made out okay because she had a list of items. You can't recover your "favorite" tee-shirt, or boots that were 'special' because you bought them in Milan, but ultimately you get money to buy a new ones. Also people should know that homeowners and/or renters insurance, AmEx, and some other vendors are potential sources to file a claim for losses. Regarding your issue regarding the government, you'll get no argument from me. The second lie told most often is; "I'm from the government and I'm here to help you." It's ranks #1 by impotent government workers.
