No, the US is deliberately protecting the terrorist Posada-Carillas, due to his past involvement with the CIA, and the fear of what would become public at any trial of his. The funniest part is how they refuse to extridite him to Venezuela, who we HAVE AN EXTRADITION TREATY WITH, because it's believed he might be treated the way the US treats prisoners in THEIR custody. The active protection of Posada-Carillas sorta helps you understand exactly why Bush hasn't after spending 600 Billion dollars, and casing the deaths of a half-million people STILL HASN'T BROUGHT BIN-LADIN TO JUSTICE. If you *were* a CIA employee in the past, you get a pass for being a terrorist today.
