WASHINGTON - The White House and Congress failed to strike a deal Friday after exchanging competing offers on an Iraq war spending bill that Democrats said should set a date for U.S. troops to leave.

All this nonsense is to delay the loss of the war so the next president whoever that might be will be in office when the war is finally lost and Bush can say he never lost the war, it is down to the new President for not having the resilience and fortitude to see the job through.
