I am wondering how this will work against an enemy who basic tactic is to use car bombs in crowded civilian market places?

If it works and soldiers use it to its capabilities it should reduce battlefield casualties rather significantly. Mostly by reducing how often a soldier gets lost in combat and will make soldiers aware that friendlies are down range in situations where friendly fire casualties most often occur.

Now I happen to doubt the gear is going to be used much until it is made lighter and less bulky. 16 pounds of additional gear that is positioned in ways that makes it hard to move around is likely to get dumped at the first oppotunity or left at base.
