What will damage it is cutting the skin or forcing the skin to reheal. It is stable enough that even light abrasions will not affect it. Deeper cuts will cause the ink to bleed out and can cause light areas to form. On a fresh tattoo even I would be surprised if spanking caused it to shift. Your skin is not that fluid. The bigger issure there would be damaging the newly forming skin and cracking scabs making for a rough healing period and possible light spots where the scabs have cracked. You commonly see this effect where tattoos are in areas that take a lot of unintentional abuse and on joints like the elbows and knees. The biggest issue with a new tattoo and spanking would be the potential for infection. The way to tell if a tattoo is fully healed is to look closely at the skin. The initial silvery tone that is left after the scabs fall off goes back to the normal texture of the skin.
