Are you looking for a relationship (ie, boyfriend/girlfriend or something of the sort) or just a playpartner? That's the first thing you need to clarify.
You have a very specific fetish. I think what you will end up finding is that a woman into bondage, domination, etc., may consider cbt/foot worship/high heel torments ONE of the things she may enjoy, but she'll have a host of other desires, too. If your only interest is really this fetish, you should come to terms with that and be realistic in your approach.
How intense is this fetish? Do you need it to get hard? Do you need it all the time? How often? Would you be happy in a relationship with an otherwise normal girlfriend, but she indulged your fetish from time to time?
