I'm not from the UK, but I have some general advice for you, based on tattooists I know in the States. Yes, most tattooists are probably pretty kink aware. That being said, the best approach should be honesty. Make it clear form the the get-go that you don't need them to do a lot more than they normally would, just in slightly different setting. Also make it clear to them that though you want to be tied down, you understand that actually struggling while being tattooed is a very bad idea, and that you won't behave any differently than you would getting a tattoo under normal circumstances. When you're talking to prospective artists, you actually want them to show a few reservations. Any tattooist that doesn't have specific questions regarding your safety and how the restraints might affect the tattoo process and finished product is not the right person for the job. As with any tattooing, you want someone who will be engaged in this and looking out for you.
