The usurious penalties are at the cause of this.

Parking tickets used to be about controlling parking but they have now become a hidden tax to prop up City Halls of Big Urban Cities.

The Governments of these subdivisions would never stand for a bank to penalize their customers with 70% interest each month but here in Baltimore a $23 ticket gets a $16 penalty if you forget to pay.  It is pure and simple USURY!
