Nice, selfbnd. Lynch teachers for maintaining order in the schools. Not quite the moral high-water mark established with 'it's cool for hot female highschool teachers to fuck their students' but a good effort towards setting realistic standards in public education.

Withholding the diplomas was not a good choice for enforcement but allowing parents to ignore school rules and disrupt school events is not an option for administrators. Schools can't win for trying. They are held to account for the misbehaviour of students and the rise of violence in schools, then denied the tools to maintain order. How do you spell hypocrisy?

actually a graduation is for the students and parents - so they should be able to cheer and carry on however they want - now if you want to talk about a school play or an assembly that is a different matter.

Actually the school is required by law to maintain order on their grounds, regardless of the event. Graduation is for all the students and parents, not just the handful who reneged on their written agreement NOT to disrupt the ceremony. If parents can't respect the school rules set for their children and behave in an adult manner, they should stay home.

the state school board agrees with me, as I am sure the judge did as well - why else do you think they agreed so quickly after the lawyer's got involved?

They might agree about granting the diplomas but they are not condoning disruption of school events. Lets keep the issues properly separated.

I am - graduation is for the graduating class and their parents and friends and family - not for the school at large - in fact many public school districts do not allow underclassmen to attend without an invitation - and that is the key difference - it is not a standard "school function" and therefore falls under different guidelines

so to cheer and applaud someone for 12 years of work to get a small piece of paper that will do no more for you than get you hired as an assistant manager at McDonald's instead of as a cook is behaving as a child? By that logic every sports fan, every concert goer, and every attendee of a political event is also behaving as a child.

They're kids and they're happy, what the hell's "wrong" with that?

Can a State run, Public institution, like a school, have authority which extends past that of the organization which creates it?

If the STATE has clear limits on what they can enforce ( "Laws" created by the "Legislature" ) then can it's creation go beyond those limits imposed upon the State by The People?

How exactly were the parents punished? If you take the adminstrators at their word (and I don't, but let's go with them for the sake of argument), the parents were being disruptive. Thus, their adult children (17-18 y/o's) were punished.

The whole thing was and is stupid...so some parents/friends cheered and were rowdy, and the worthless piece of paper was witheld...stupid from beginning to end

I think the question is even more complex than most are looking at it. The school policy does condone the yelling and screaming, but sets a time to accomplish this. Failure to comply with this by anyone results in disciplinary/administrative action against the student. So it is a matter of timing not the act of yelling and screaming. But, why is it that they don't enforce similar rules at sporting events. Cheering for goals/points/etc should be held until the end of the game. If you don't then the student players will be held responsible. And it goes on. Holding the student responsible for the actions of others is the real policy. The sins of the fathers (mothers, brothers, sisters, et al) are vested upon them. And what about the school administration for failing to control the crowd. Where is their punishment?

Well, I am glad that the students received their diplomas and also voted that they should have an apology
from the school. They were not responsible for the behavior of the people in the crowd.

Time for that school district to review its policies regarding the gradution ceremony;
maybe hold it off campus and hire security for the event.

I suspect it was not so much a desire to supress enthusiasm for the graduates as much as it was a scheduling issue. For example if you had a graduating class of 300 and each was cheered for 30 seconds as they recieved their diplomas then it adds 2.5 hours to the ceremony. I can see why the administrators would have rules in this regard. Lot's of graduates would have elderly grandparents attending who might not be comfortable with a 4 or 5 hour ceremony in all. Asking to hold applause until the end seems reasonable if you look at it that way.
