Your toy bag is only limited by creativity. Household items and such are every bit as good as " bdsm" toys at less than half the cost most times. Don't let others' define whats in your bag, do what works for you and your's. As for toys the skewers are a wonderfully sadistic toy ( very cheap) and for cuffs don't scrimp. Good cuffs are worth it.

My toy chest is allways a work in progress  all toys and tools are maintained my by collared submissive , it is her duty to see that all  leatherfloggers, wips,restraints  and straps are oiled  as are the wooden paddles, she is intrusted to keep a good supply of lube,candles etc. it is also her duty to keep the chest in a neat and orderly manner as it is also her duty to inform me of any necessary repairs or replacement that may be necessary, our chest is allways growing from the monthly allowance that i have granted her to maintain and add to my collection.

Fully stock the first aid kit.  You definitely need a good vibrator(s) and perhaps a dildo and lots of lube.  If she does not yet have a vibrator - get a good bullet and a decent rabbit of some sort - she will be submissive to you for life if you get to intorduce her to a rabbit.  I do not recomend suprising her with clamps might work up to it by using your mouth and fingers instead - but if a gal does not like or want her nipples tortured - you should respect that.  I am Dominant so not on the receiving end but back in the day if a fellow ever tried getting rough with my nipples, I was out of there soo fast and pissed off as well, not to mention the painful bruises that occur if anyone even looks at my nipples in an agressive manner.

We have a selection of pegs that all serve different purposes. There are the standard wooden ones that can be clipped on, and then flogged off ,or zippered off with a connecting cord. There are metal hairdressing clips that look really feeble - until you warm them up with a hair drier. And then there are some pretty little pink butterfly clips that are meant to go in little girls' hair. They not only make a subbie look silly, but they have a really nasty bite, and they came from the $2 store.  And along with that lot are the chop sticks, which in pairs, together with a couple of rubber bands, make nipple, lip, tongue and ball clamps - even nastier if you notch them first, hehehe
Last but not least, the mouse traps. The teeth are removed, but the sub doesn't know that as you advance upon his dick, snapping it ominously. Great on the bell end of a cock, or on the labia.

And did I mention the mini grater for sensitising nipples etc?

I'm surprised that nobody has mentioned a blindfold, bandana (doubles as a blindfold or a ball gag) and earplugs. Blindfold and earplugs are a wonderful combination, and a favorite of my Sir. He rather enjoys leaving me in suspense as to what he's plotting, and a favorite game is to make me guess which household object he's tracing across my skin.

I would also recommend a nice set of padlocks in your collection (and a ring to keep the keys on). A lot of the online or hardware stores can get you several set to the same keys (which helps avoid flipping through several sets of keys to find the right one, and you can just tell the hardware store that you have several storage barns). Get a collection of tiny locks (for your collars/cuffs/restraints) and a few larger ones (for hooking cuffs/collars to each other).

I always need to have a wartenberg wheel, those are fantastic and come rather cheap.  Getting different sizes of floggers and different sizes of canes are good and get a lot of practice with them (putting a towel around the neck can prevent you from hitting sensitive parts while learning to flog the upper shoulders, and always watch the kidney area while flogging the ass and backs of thighs)  I love to put metal things, like chains and nipple clamps etc. in the freezer for a little extra bite, especially while playing with wax at the same time (start dripping wax in less sensitive areas and hold the candle further from the skin for a less intense sensation and then move closer).  Always keep your eye out for new, fun things at the hardware store like vet wrap, chain, rope etc. And look for conventions, classes and gatherings of people in your area that you can learn from, hands on classes are the best.

I love getting new toys but I always restrain myself by saying "have I really used the ones I have to their full potential and really explored their possibilities?"
I'd rather have one flogger and be amazing with it than 10 floggers that I'm so so with.  The same could be said for having a variety of toys - one good Hitachi Magic Wand far outweighs five different gizmos with attachments and god knows what else.
Also, it's a lot of fun to take someone along when making your selection.

I'm not sure what I'm trying to say.  It's great that you want a big collection.  Different strokes for different folks, I guess.
