Many tattoo artists work with what you're describing. It's called an inkless outline. It's used in various situations during some tattoos, but mostly for specific types of shading (smoke, etc) that would look funny with an outline. As someone else stated, most tattoo artists charge upwards of $50 an hour, so this probably isn't your most cost effective approach. You could go to a studio and request this, just for the experience, but you would more than likely be charged their minimum tattoo price for the pleasure, which can run anywhere from $20 to $50.
In my experience, which includes a half-sleeve tattoo made up primarily of inkless outline, you shouldn't worry too much about permanent marks, unless your skin is very sensitive to scars, soft, or fair. Basically, all it does is run the needle in and out of your skin without the ink to make a line of holes, which bleed, and give the artist something to go by without having to put a black outline around certain types of shading, which would make it look funny. As an aside, inkless outline is significantly more painful than a normal tattoo with ink, in my opinion. The needle is sufficiently lubricated by the ink normally, so lack of ink can equal more pain from the dragging of the needle.
