Yes. Knowing what kind of collar and how it closes would help. If it is leather or cloth, it can be as simple as taking out some threads and sewing a new lach on. You might need to cut some small holes into it if you want metal latches. This can be easily done if it is a double sided leather collar. In that case you would cut a small hole in the top piece, after taking apart the main stitch holding the two halves together, then insert the eye hole side of the latch in the center of the two, then replace the main stitch. It is always a good idea to at least sew around the inside of any big holes you put into it, depending on the thickness. Hope this helps some.
