Good point! In many variations, it can be. Mistress enjoys it when I lick her clean after she pees before I pat her dry. For her it's very empowering and she says she can tell how deeply submissive and how much a loving act it is for me that I only want to do for her. We don't include full toilet service in our dynamic, although sometimes I do drink all of her nectar instead of her voiding her bladder in the toilet. The link didn't work for me, but if you're into being objectifictified, I can see why wearing a hood might be important to you as well as something practical for you to use. For us it's more about sharing the intimacy of the act and my performing a service for her that makes her feel very special, so for us there's no need for a hood.

Hate to be the one to tell you this, but besides the health issues others have mentioned, you should begin from the area closest to the vagina and work your way back and away from it. That's why women always wipe from the front to the back. Mixing bacteria from feces and the anal canal with the vagina can cause a woman to have numerous problems; most often resulting in some kind of vaginal infection. 
One should never go directly from anal play with a woman to vaginal play without first disinfecting their toys, hands or mouth (use antiseptic/antibacterial mouthwash or toothpaste, etc in the case of the latter) or anything else that's been in contact (change condoms for example in the case of a penis or wash with antibacterial soap) with her anal area.

Once again I'm inclined to agree with you. What particularly comes to mind is the situation where one "rims" their Mistress. She may have bathed, or she may have simply "wiped" after her last visit to the toilet. Regardless, it would seem to me that there would likely be some amount of bacteria that would still remain in the area, particularly as the tongue penetrated the anus as part of pleasuring her. I've personally run into small amounts of feces on more than one occasion while rimming a partner (in a monogomous relationship) without any ill effects to me that I can recall. Perhaps I was simply lucky, or it may have been more a matter of us both sharing the same foods and regularly being exposed to the same bacteria in small amounts. So unless she was having gastric problems, I don't necessarily see where being exposed to small amounts of her feces and bacteria would absolutely be a great concern to me.
More than anything, I could generally see wiping her with tissue or moist towlettes, then finishing her with oral service if she desired along the lines of what you've described. This would seem far less risky and allow judgement to be used at that particular time; judgement based on the kind of movement your Mistress had just released and the kind of waste that was left behind (no pun intended).
