With as delicate as the rectal tissues are, anal punishment sounds like a scary thing to me. Find out exactly what he means. If it involves harsh penetration I'd consider using your safeword.
Rough penetration can and does cause anal fissures (small tears to the sphincter. http://www.gicare.com/pated/ecdgs38.htm) These aren't THAT big of a deal, since consensual, gentle penetration can sometimes cause those too. What worries me about harsh penetration as punishment, is that lack of relaxation with anal play (and it is hard to relax when it is a punishment) can cause a break in the anal cushions (padded areas which protect the muscles and blood vessels from the stress of a bowel movement.) If the cushions become disturbed, they can puff up and split, allowing blood vessels to pop through either internally (internal hemorrhoids) or externally (external hemorrhoids). These blood vessels can then break (a bleeding hemorrhoid), clot (a painful purple hemorrhoid), or regress, leaving a small skin tag. Once you have an internal wound such as this, you risk developing an anal abscess or fistula. You can read about those in the link I gave for fissures.
Now, if the punishment is figging, I don't have a problem with it as long as it is done in such a way that the ginger is never in danger of being lost in the anus. I usually impale the ginger finger on a skewer. I've also heard of people using string, but I don't trust the ginger to not rip apart if it goes inside and is pulled out by the string. (Then again.. if it does slip inside, you can always throw the subbie in the wok and have some good stir fry..) The best part about figging is that the burning sensation builds over time, but quickly abates once removed. A FYI to anyone who does figging. Do NOT use regular lube with it. The lube seals the ginger juice away from the sub, stopping it from working the way you want. Wet ginger is slippery. Use water and go slow.
The last time I played at one of our local Dungeons, a Domme there used a lit cigarette on a sub's asshole. Really, have a Dom spell out EXACTLY what he means by anal punishment before ever consenting to it. Also, ask the Dom you were talking with what he means by it. He could simply mean he likes to have anal sex with his subs.
