I thought it was "laissez faire" since it was a command or quite possibly meant in the formal or plural since.

It depends in what tense actually.

Nous allons laisser faire is using it in a tense called infinitif.
Je vous en prie, laissez faire! is using it in a tense called impératif.

Don't ask me to explain French grammar in English!

It's short for "laissez faire, laissez passer." It's often attributed to Francois Quesnay, but I think the origin has been disputed. It's definitely from the 18th century though.
