This is what's known in the survey business as a "leading question".

You could just as easily ask "why are so many women so incapable (or at least choose not to) of having sex?"

Why should anyone choose to repress their sexual desires if they're not already in a sexually monogamous relationship? Is sex not a part of normal adult romantic relationships, vanilla or D/s?

I don't think "so many women are incapable of having sex".  I personally get tired of men wandering around down there thinking if they stick their penis in and come then I came too.   NOT.
When, if ever I find a man who knows how to please a woman with his tongue and fingers, then perhaps I might (only might) allow him to do so.
So many men in this world think every woman has a vaginal orgasm, do some research men. 
It is easier, faster, cleaner and I know what "hits the spot" to just take care of my hormone urges when I am in my nice shower with my hand held showerhead. 
Then use his urges for tease and deny... :). 
Sex is a natural part of relationships, sometimes it is just sex with one's self.
