..and im hoping to make it at home. bearing in mind im broke and also do not wish to spend weeks at it, any suggestions?

Maybe something on the line of a Dog Muzzle and some imagination?

Took me maybe 6hrs to make from copper tube & plate.

the dog muzzle is a good one.. maybe if i could sort straps on either side of it to go around the thigh..

ill never manage Pleasetiemedowns one, or ring of steel, i aint very handy!!

The straps could be dog collars purchased at the pet store also.
It depends on how secure you want this all to be and adding locks might complicate it a little.
Might want to think about an answer to any questions that might come up when all your stuff is laying on the check out counter.

I was in the inventing business for over 30 years and often went shopping to use items intended for something totally different than I was going to use them for. Those were the times that helpful clerks were not appreciated since I was not allowed to give details on what my current projects were, so had some interesting conversations as a result.
