I'll be going to my first ever play party next weekend and I was wondering when doing a scene would a dungeon monitor be notified about what the scene will entail and about any possible unusual limits one of the partners may have?

Only if you told them. Generally DMs only want to know about scenes if they will push the rules of the play party or be excessive in some way.

Otherwise, it's your responsibility to make the scene work well.
