Are there ladies out here who are okay with playing with rope, etc. without including the so-called traditional aspects of discipline and S&M.

I enjoy being tied up but I'm not really submissive. Are there women out there I would be a good fit with?

Yes, there are women for whom bondage is their main kink. There are also women who enjoy bondage-focused scenes, even if bondage isn't the only or the chief thing that turns them on--I'm in the latter category (and since your post is a little personals-ish, let's be clear and say that I'm not hitting on you.)

How do you meet these women? A profile on here is a good start. Is there a bondage group around you? Or a face-to-face BDSM group, which might have a bondage spinoff group? You're lucky--rope bondage is getting increasingly visible and popular these days, so the number of rope tops is increasing. There are even conventions focused on rope bondage. Not knowing where you are, would Shibaricon (Chicago) or the other big rope bondage event in Texas be accessible to you?

Thank you both for your time and responses.

There is a community here, although there doesn't seem to be a high percentage of bondage enthusiasts. I also have to be careful because of the nature of my job, so I don't go to events terribly often.

There are plenty of rope tops in Philadelphia. They usually show up at the Libertine and Diabolique Ball, or take classes from Diva Veronica Bound (and every once in a while from Midori) at Passional at 5th and Bainbridge.
