Perhaps the list was intended to stand in contrast to the POV stated earlier by Gememi. Yes, it is general and could be read by nearly anyone as a code of ethics one would aspire to. However, it may have been written to caution Masters against ruling with lots of ego. Although I'd hardly call myself a romantic, the pragmatism of being ethical because it works makes me cringe a little. Somehow it can't just be a means to an end can it?
