The ones I remember seeing didn't necessarily have a small pocket for the penis & testicles. The primary characteristic about them was they had very thick walls and prevented the male wearing them from receiving any sensation while using one on their partner. Thus, she could receive all the pleasure she desired, while he received none while his penis was inside the erect dildo, regardless of how erect he was. As I recall, some of them may have fit standard strap of belts and a person was primarily purchasing the dildo then choosing the belt of their choice. As you probably know, many belts have optional anal and/or vaginal plug attachments. [&:]
I suggest you search for the kind of dildo I've described and a separate harness to use with it. If you want to prevent a full erection while wearing the dildo, you can always fill it part of the way with some kind of material to reduce the depth of the opening. I'd even suggest you might want to consider adding prickly teeth to the inside of it afterward if you really want to make having erections very uncomfortable for yourself, unless of course that would be a turn-on for you and produce the opposite effect of what's desired.
