It takes a long, long time to work up the proper skill with a signal whip, let alone a bullwhip. Frankly, anyone that starts on the latter is asking for trouble or just doesn't care.
As for your scenario.. perhaps she was more sadistic than you were masochistic. Or.. perhaps she didn't know what she was doing. Or.. or.. or.. A lot of variables here. Regardless, I'm not sure if there's an actual question here or if you're looking for affirmation that people should not use bullwhips?
I've seen them used in a scene, and they can be -very- effective.. even without contact. The threat alone is quite good when the pop goes off right near by as the whip is snapped.
For practice, one demonstrator I saw had a good suggestion. Get black shoe polish and put some on the leather tip of the whip, then set up a white pillowcase and start working on striking the case with consistency. The shoe polish will leave a mark, you'll know when you hit or missed. Since each whip is different, breaking it in and learning what to do with it, and what it can and cannot do, is paramount.
