Go to your local bdsm community events. Meet people. Be polite. Dress neatly. volunteer for stuff. (like is there a fundraiser going on.) Do Not count on collarme and other such sites to be your main source of finding people. Read everything you can get your hands on. Do searches on the message boards on here and bondage dot com. Also both sites have a links section, that can lead you to other sites, ethier personal pages and/or merchadise. Check out IRC Bondage, quite a few rooms, and depending on where you are, you maybe able to find a chatroom for people close to you.
