The fog of war keeps getting thicker. The Iraqi government's decision to temporarily ban the security company Blackwater USA after a fatal shooting of civilians in Baghdad reveals a growing web of rules governing weapons-bearing private contractors but few signs U.S. agencies are aggressively enforcing them.

Nearly a year after a law was passed holding contracted employees to the same code of justice as military personnel, the Bush administration has not published guidance on how military lawyers should do that, according to Peter Singer, a security industry expert at the Brookings Institution in Washington.

A Congressional Research Service report published in July said security contractors in Iraq operate under rules issued by the United States, Iraq and international entities such as the United Nations.

All have their limitations, however.

They are a cover for the elite assassination forces of the USA. It is as simple as that.

Just to add to all thisThe Congressional Oversight and Government Reform Committee has annouced they are investigating the State Departments Inspector General Howard J Krongard.  The allegations are that Krongard blocked many investigations into fraud and corrpution in the contracts the US has in Iraqi and Afghanistan.  Much of this is based on senior staff of the Inspector General.  Allegations also include Blackwater who contract is provide security for State Department Staff in Iraqi.  This not only include prior and the current allegations of Blackwater Guards firing on civilian but criminal activities such as weapon and drug smuggling.

Hey, I may be old fashioned, but shouldn't, you know, THE MARINES be guarding the embassies and stuff?

I understand that extending the "Outsourcing" model to Police and Soldiers was Rumsfelds contribution to Friedman's Philosophy.
