You will definately need to lighten the hair before adding colors such as blue, pink, green... etc. Pubic hair is course, much like beard hair on men, thus the reason for color brands such as "Just for Men, Beards" & such. Stripping the natural color will help the color show better & also make it last longer. The thick paste you are describing I believe is the bleach mixture. The only concern is that you DO NOT want to get this on any delicate skin surfaces & you also do not want to leave it on too long. In this case, it would be much better to deal with roots rather than burns. As to products... definately check with a beauty supply store. They have many modern colors. Use a volume 10 developer (sometimes 20) for adding color. As to removing color, they also have plenty of bleaching kits at most major stores now.
