This is the Guiliani camps attempt to reframe the discussion away from "Rudy is a lying, cheating, worthless piece of shit, who, among other things, sited the NYC disaster recovery office AT THE WTC so that he could use the offices to cheat on his wife and fuck his mistress walking distance from city hall.
