I only use babytalk when talking to animals or in an age play scene.

I honestly haven't seen it occurring very often in social contexts, parties or munches or online so I'm not sure what the initial problem is?

There used to be a couple who were probably in their 50's or older who went to the gym I attend and they would sit in the spa and talk to eachother in awful babytalk, they would be discussing their plans for the night (loud enough for everyone else to hear) and she would pout and whine and say in an extremely annoying tone that she didn't widn't want to do dat and pwetty pwease could dey do something else ...you get the drift.  It served a purpose though in that they generally had the spa to themselves! Ugh

Bottom line, if you don't like it, don't use it. Seems simple to me.

I think what you are talking about here is something that, from what i understand, is instinctive for most mothers when talking to their very young ums. But what i think the OP is talking about is the intentional mispronunciation of words in order to sound like a young um whose enunciation skills haven't fully developed.
