California does not have the internal resources to handle this situation. The Gulf coast did not and does not have the local capability to recover from a major storm. Prior to FEMA disaster recovery was put together ad hoc for each emergency and much waste and delay was experienced. Until GWB FEMA had been a very effective organization. NYC's post 9/11 recovery efforts owed a great deal to FEMA.



I disagree, California has PLENTY of resources to handle this situation.

But it's citizens are taking the money needed, and giving it to the Federal Government.

Stop paying Federal Taxes, raise State Taxes, and voila, response capacity.

If the people were in the California Guard, and not the National Guard, they wouldn't be in Iraq, also.

So did anyone actually broadcast this "news conference"? The MSNBC piece didn't say.

It's weird that anyone can believe that there are no people of color living in California, that only white people can be wealthy, or that nothing has been done for the people of New Orleans.

Yup, stereotypes.
The wealthy most probably don't need any "help" from the govt as their most probably well insured and many own more than one home.
There were simply (more) "poor" in New Orleans who were affected by Katrina.
Also, unlike California the local and state governments performed abissmally in Louisiana!
I think that Californians can be rightfully proud of their local, county and state governments response to the fires.
That was definately a success story!
As for Fema, as I've said before they have the wrong type of people in those jobs.
They hire buearocrats all with some type of "degree" from a college or university who all want to sit in offices at desks in front of computers and do nothing.
They all have "titles", "Associate Director", "Assistant Personel Manager", "Area Director", "General Manager, Materials", "fill in the blank."
For some reason they like the term "Director."
And "Liason Officer" I bet is big too.
In an agency like FEMA you don't need a "top heavy" organisation like that to sit in offices. They all think they're "managers" and nothing gets done.
There's reams of un-neccessary paperwork.
Everyone thinks "they're" "in charge."
But, it pays good, probably too good and it's loaded with "political appointees" and of course they hire their "friends."
I think they have a "requirement" for a "degree" for the sole reason that it keeps the pay scales high for what are, basically secretarial jobs.
That's called "feathering your nest" and government agencies are rife with it!
And there's "layers" of them each "accountable" to the next and the next and the next.
And you can bet that there's a cumbersome system in place for accounting for every single shovel, MRE, and any other type of item needed in an emergency!
"Where are the trailers for these homeless people?"
"Oh, they haven't been "requisitioned" yet, they'll have to be "approved" by the "Artificial Housing Director" but "the paperwork" hasn't gotten to him/her yet I guess."
"I think they might have been "back-ordered."
"But,...we haven't gotten to the "Director of Transportation" yet so who knows when they'll get here."
We need former military people in those jobs, not just an "Admiral" or "General" at the top but throughout. Big difference.
"Thanks, these Trailers are comming in handy!" Where's the "paperwork?"
"They'll do it later."
"And here come the trucks with food, clothing, diapers, petfood, water and medical supplies."
"And if anyone is diabetic we have all types of insulin and test kits too."
You need "boots on the ground" for emergencies, not buearocrats sitting in offices waiting for "approval" from other buearocrats.
Logistics is one area that the military has really pioneered.
Having the right type of people in these agencies makes all the difference in the world.
You don't need a college degree to do government paperwork.

Local government in S. Cali a success in this? Are you serious?

Southern California's counties, cities and the overall state government are abysmal and continual failures on wildfires. Why are fireproof shingles not required? Asphalt shingles are cheaper but so what it sure isn't cheaper if the house burns down. The same holds true for the outside walls of homes, why not brick or stucco instead of flammable materials? Why is residential development allowed in the canyons where these fires are the most dangerous? Why isn't bruch clearance and controlled burns of overgrown sections a priority?

Quite simply because the rich who build and live in these homes are far more concerned with the looks of their homes and have the political muscle to keep any changes in building codes or in any fire safety practices that would require higher property taxes from happening. Likely enough none of the homes lost had fire insurance since commercial insurers won't insure non fire safe structures in fire prone areas. However the state and feds will be in to bail out these short sighted buffoons. And even if some people who lost everything come to their senses they still have masses of near neighbors who haven't learned so nothing will change and wildfires will remain a constant and predictable part of fall in southern Cali.

It IS rich people who get governement bailouts, not poor people, which is why San Diego will see money pouring in (and they vote Republican) and New Orleans (which is poor and votes dem) will not ever see jack shit until serious redevelopment hits and then they will "fund" the redevelopment directly into the pockets of already rich developers.

Welfare isn't for the poor, its for the rich.
