For a quick collar find try a pet store. Small and toy dog collars are nice and they feel pretty good. For cuffs look into Velcro, mine somewhat fit my wrists (there small too).

Yes, typical traditional cuffs will not have velcro. But, i have that option on my site. Combined with fleece lining, the sizing is reduced. So, if you go that route, you can literally put them on you using just velcro, and, the strap loosely passed through the buckle.

Not to knock the custom options, but our marketing guy at eXtreme Restraints should be measuring cuffs and posting dimensions in the description. The Strict Leather Line tends to be a bit on the small side, and these ones: http://www.extremerestraints.com/premium-fur-lined-locking-restraints_236.html?a=profounder go down to 5.5". Also, the customer service number isn't just for show. That's there so people can get product questions answered. If you don't like fuzzy, these are sized the same: http://www.extremerestraints.com/premium-locking-leather-cuffs_199.html?a=profounder. Frankly more of our cuffs should have their smaller dimensions listed.
Sorry for pimping products, but if our dimensions are correct, and your measurements are right, they just might work.
