When I cook a pot roast, I put it all on to cook at the same time, but I like the potatoes to be tender. Some say put meat in first, then after an hour or so, add the veggies, adding carrots first, then potatoes, then onions (for example), because the thing that takes the longest to cook should go in first. But with chicken breasts, those are not thick, dense cuts of meat, so I don't think it would cause much risk of your veggies overcooking if you put it all on at the same time, as the recipe calls for.
