When it comes to toilet paper all it takes is for one person to suggest publicly that there is a shortage or one about to occur and it becomes self-prophesying. Johnny Carson proved that back in the early 70's when the US had shortages of gasoline, meat, sugar, and coffee and he got on the Tonight Show one night and jokingly asked, "What's next? A toilet paper shortage?" By nightfall of the following day you could not find a roll of toilet paper on any store shelf. People scared of the idea began hording toilet paper. Even a decade later I had a landlord who had a storeroom in his basement that was filled with at least a five year supply of toilet paper. He told me he had stocked up during the toilet paper shortage of the 70's as though there had been a real shortage. In effect there was, but it was entirely manufactured on fear.

There were gasoline shortages because the moronic idea of price controls interrupted supplies, but I don't a recall meat, sugar, coffee or toilet paper shortage. There might have been a bad coffee harvest or two, but that's all I recall concerning any shortages at about that time

It was spun out of a news item about Congressional discussion on the bidding process for all the TP the government used, IIRC. 

In the USSR of the 70s, it was commonly reported that buyers faced shortages of meat, sugar, etc.

Don't remember any in the US during that time.

Couldn't quickly find any documentation on the coffee shortage but I remember people being up in arms because coffee had risen from roughly $1.25/lb to $5.00/lb very quickly due to short supply.

All of these shortages may have been artificially created by suppliers to drive up market prices, but on the grocery store shelves they were quite real.

i did not know toilet paper was not taxable in PA. some lady sued kmart in Pittsburgh for charging her tax. 

today at the grocery store- i bought hanburger that was marked $3.29  down from $7.89.  the scanner rejected- teh clerk and maager lectured me -that it was LAST weeks sale!  I firmly said- the tag says $3.29.  i guess i was supposed to say- "oh ok"... the screw balls!

I don't think there was a coffee shortage.
You could buy all the coffee you wanted,...for a price!

Those links talk about skyrocketing prices, with some vague reference to their cause being a nebulous shortage one minute and a glut the next.

There was in fact meat, etc. on US shelves for those who wanted to pay more.
