A slave doesn't even need to be submissive, although that's obviously unlikely, they only need to submit and normally it would necessitate being in a committed power exchange relationship, or being "collared" as is said. Since in this context being a "slave" is consensual it's never needed to be defined very well - no one's looking to emancipate the pervs - but it's certainly the slaviest term, by definition, in your subject line. A meta-slave doesn't really have any meaning to the community at large, and since we're speaking of an internal lexicon, meta-slave is basically meaningless and not slavey at all. Although that can change it if gains use. A no-limits slave however, if that's how you define meta-slave, would by many be considered not slavey or D/s-y since it's out side of the SSC paradigm. Others would say that it's the only real definition of slave. I'm afraid the latter has less sense and grounding so I'd say point here goes again to "slave" being more slavey.
