Actually, as the human fetus develops in the womb, the sex organs begin to develop in response to harmones, whether it be testosterone or estrogene. Which ever sex the fetus is determines the hormones, which in turn determines the sex. The sex organs actually start out the same but in a woman, one part goes upward and develops into ovaries whereas the same part in a man goes down and develops into testicles. Initially, the both look similar externally but with a male, the clit keeps growing and develops into a penis and the vaginal opening closes. In so cases you have a fetus exposed to equal amounts of testosterone and estrogen which results in a hermophridite. The vaginal opening dosen't close and the clit is extremly large, or you could say that it is a small penis.
