It's the towns fault. Circuits are suppose to be covered, protected, and locked.

Not to mention, there's a reason as to why we are suppose to spayed, nuter, and never abandend our pets.

If it wern't for the cat, it could have been a rat. However, the cat ate the rat before it could cause the accident.

I guess we could say that this cat was on its ninth life.
