Yes it is possible.
This is a fast reply in general, but I am also posting to breathes points.
I would suggest that you won't be able to cum on command if you already have a mental block up that it is impossible. For people who need hands on stimulation to cum, I would very much doubt you could experience it either, but it may be possible. But there are people, who do not need vaginal nor any other kind of physical stimulation to cum, just as there are women (and I am being gender specific) who can only cum with vaginal penetration, and some can only cum with stimulation to the clit area. I believe sometimes, when people imagine non physical orgasm, they imagine the person just lying there and not having any muscle spasms or contractions, which just isn't so.
I can come to music alone, let alone voice control. Admitedly I have synaesthesia and I am sure this adds a lot to the process, and I have an extremely high sex drive, but touch does not have to be a factor in orgasm.
