i doubt people would CAUSE an accident to raise revenue...

the charges they cite arent excessive- at 1st glance.

I seriously do not think that the fees are high enough to get people to cause traffic collisions to raise revenue. It is dangerous for everyone when that happens. I would think that whomever is responsible for the accident should pay the fees... just an opinion

many town have speedtraps- ild think this suffices.   heck they were even on a website of speedtraps nationwide.

I used to live in a major city that would't send the police to investigate a traffic accident unless there were major injuries.  Cost to much for the police dept.  So I can understand charging for the service.

Well, despite our National Health Service - you get in a road traffic accident here and you get charged for the ambulance and the treatment. Just what you want to learn at such a time.

Always makes me wonder though - what if you cant pay? I mean, they do treat you and all, but if youre broke 'cause you cant work 'cause you were in an accident.....

The fees hardly seem conducive to covering the costs. 
However, in My neck of the woods we have what is known as "the stupid motorist law".  When it rains we have floods in our washes.  Anyone stupid enough to try to cross one (they are even blocked off, folks) and needing to be rescued gets the full bill.  We are talking thousands.  Sure does make our locals think twice about how to get around the wash rather than try to drive through.  I am sure they charge a tourist or a "snow-bird" just the same and just as fairly.  And we do have a lot of those. (snowbirds, that is)
