The hottest, and most appropritae, size wise, is for me to suggest a size 9-12 in panties.  Depends on the manufactuer and how your belly sits.  But, to make things more accomodating, and fun, is to buy "crotchless" panties.
Not only will you feel the panties but, it will definately pronounce the feeling of the rest of your genitalia. 
In addition, depending on your size, can even work "slightly" as a form of c/b restriction around the base.

I would say about a size 9 or XL for that waist size.  I'm a 32 in waist and I wear a size 7 or L panty.  I only wear the hiphugger style, as it cuts like a bikini in the crotch, so you do get some good support down there, but there is more support on the hips too, which also helps.  Most of mine come from VS, but I've found those 3 pack Hanes panties you buy in places like Target to be a good, cheaper alternative - just to save a little money at times.  And I wear them everyday.

I also have a nice pink cami that I look pretty hot in too.  *L*

not sure about size  but Ebay is a very good place to start put in (sissy panties) a lot hand made just for sissys

Size 8 --10. Try Lane Bryants or catalogue orders from the plus size companies.

as a long time panty wearing male sub . ive tried many type and sizes just to see where i fit in . ive found at wal- mart nylon high cut and fullnriefs both at .99 cents  sizez from 5 to 10 and  small to Xxl.
ive also found at jc pennys  vanity fair full briefs form as smallas 5 to XxL  there have them 4 for 12 or 4 for 14 but watch thge sunday paper there alwasy on sale from week to week.also jc penntys has nylon binki styles same as ythe vantiy fair but in binki both good fits and price . my problem is im tall and thin so i can slip into a tight little girls size 14 to as big as womans xxl  . but like some already posted each panty fits diffrently and each maker panty dose as well id say try lane bryant web site for sizes and also try xdress.com site too
