If you are using Verizon as your Internet provider, call them. I’m using DSL on one of their slower DSL lines (we are talking 2 seconds to load a page instead of 0.2 seconds) and It will now cost me $15 less. If I never called they would keep on charging $30.

Thanks for those links. The biggest problem is setup fees, though I'll consider looking into it again once I have a job and money.
