If you want to try making one with real fur, I would suggest finding a buckskinner supply store. They usually have tails from all kinds of critters. Various wild cat tails, wolf tails, horse tails, raccoon, skunk... or if you want to make a tail, they usually sell furs as well.
They are also a great, yet often overlooked source for leather, insertables, horn, bone, beads, knives and other unusual pervertables.
This thread reminds me, I need to call down and see about some horse tails for floggers tomorrow...
I would try this if you plan on making one (if you aren't able to make the whole plug from scratch): Use a 2 part epoxy to affix the tail to a soft plastic mesh, drill a 2" deep hole in the base of the plug, and epoxy the two pieces together. The base can be covered with latex to make it look like a professionally made piece.
If the thought of toxic shock concerns you because of the epoxy, just use liquid latex. It won't be as strong as the epoxy as a bonding agent though. Honestly, I don't think there would be a problem since it would be imbedded in a plug, but I'm not a chemist, so use your own judgement.
