They are easy to make... I use them for fire play... if you can go to a fire play demo and ask the presenter how they make theirs... everyone does things differently... basics though include using 100m percent cotton...

Or do you mean what they call "Devils Fire" here which is all the rage?  Basically heating up big needles and then poking and pressing them on people, usually the groin.

I've made fire wands out of various things.  The easiest thing for doing very small, more controlled fire play, esp. for beginners at it, is a paper-stemmed Q-tip.  It's a miniature, double-ended fire wand.

I know a fire player who uses kevlar (sp?) wrapped around a thick wooden dowel.
