Building your own is not easy, I've worked at it for years. It took dozens of hours for me to get the contours of the Gothels-style belt just right, and even then I have to resize my work for a different wearer - those things are expensive for a good reason! IMO the only way to do it and make it comfortable enough to wear to work is to go with a piercing so you can lock it to a cage. Anything with a waist belt is going to affect your ability to move about in public without real discomfort. Full belts look good and are very intimidating when someone is threatening to put it on you, but not really good for full time wear unless you get an expensive professionally built model which has had all the problems worked out already, and even then it can take a number of attempts at wearing it until it is bent to fit you just right.
Also, building one for the female is actually very tough for hygenic reasons. And it has to be very snug to keep those fingers out! One thing about full belts is that they are more comfortable made snug than loose, a loose fit will chaff the skin so having it stick a bit is actually a good thing.
If you play with the bent plastic tube ideas you read about on Altarboy's site (the best!) then use flat chain like a dog leash for comfort. You can coat the fasteners and other rubbing or rust prone parts with Tool Dip, a latex coating in the paint department of big hardware stores. And use stainless steel parts or aluminum, no plated/zinc/cheap chrome except around the waist where you can keep an eye on rust.
If you want to do some cool molded parts, make a form and build up layers of fiberglass cloth and polyester resin from the boat store. Be sure you put several top coats over the glass cloth so that no particles get into your skin and cause a serious itching rash. This will convince you not to try and cut through it while you are wearing it. You can bond metal waist bands to a molded cup... I'll try to add an image to my profile, wait for approval. The image I'm adding shows a nice female belt but it is not built for the gal wearing it so it is not as tight as it should be. Note: photo of ladies belt still not approved
