being that a water heater is 20% of bill- ...i wonder about water heater;

I seen those 1/2 unit water heaters...as well as the tankless. i heard that solar is doable cost effectively now for hot water.

im a household of 1, the unit is very far from the sinks. [80 feet]  it natural gas
i keep it at lowest temp in summer, 1 notch higher winter

so what is your cost?

It is not necessarily 20% of your bill. The percentage all depends on several factors. Electric or gas water heater. What else you have in the house that uses the same utility.

I have an electric water heater and there is no real effective way to measure what percentage of my total electric bill I can attribute to heating water. The heater has been insulated as well as all the hot water pipes to cut down on the need to heat. It is probably minimal.

When I finish building my soaking tub I will use an independent, on demand, water heater for that bathroom. Never run out of hot water. I've contemplated putting one under the kichen sink and replumbing that also.
