I do remember seeing a vibrating moving one a few years back, not sure if still available. As for the enlarging bit , yes they do to a very small amount increase length and girth if used in a regular daily basis. But increase is very small percentage. On thing it does do for sure is stretch the foreskin on circumcised men. While not the only method it is one that is fun. But again of you were circumcised and want your foreskin back it will take a while of using these.
In working the foreskin restoration on my self I learned the primary medical use for a vacuum pump is for some men who can not get erect even with drugs is to get the penis hard in the first place then they place a special rubber band on the base to hold the erection. For them it does make the penis larger (LOL) (sorry to say).
I guess if you found a large enough tube you could put a silicon pussy with motion action inside then vacuum
On last titbit the pump used in the penis pumps are sold much lower price at the auto store (same pump) just for vacuum testing of engine. So if your tube pump has problem don't buy the replacement from the adult store. Also harbor freight sells a electric unit that works better then hand units.
