Question, if asked to designing a collar, not a collar for you or a loved one but for a very old friend who was bestowing that collar on a person unknown to you. What would be the questions you would ask and why?

Um, do you design collars?

Well ask what material they want, leather, metal etc
Do they have a specific symbol that is important to them
Do they want words on it if so what
What style do they want
Id get them to look through the net and find one that they liked the look of then add modifications to that base design

but then im not a designer

If you have to ask 'us' what you should be asking, then my advice is politely decline making it.

Maybe colouredin - but why should I give away trade secrets...
I am being serious mind, I do believe that if someone is asked to create a piece of art or jewellery that if they do not know the questions to ask, they should respectfully decline otherwise it risks creating nothing but waste and heartache.  And why can't people use common sense anyway?  If you are cooking a meal for someone - you ask common sense questions - creating art isn't any different - hypothetical or not.
 
(As an aside, asking a question like this also seems laziness to me - I know people start somewhere - but getting other people to think up things for you shows lack of creativity - and if something is to be created, you need it.  You will only let others down by pretending it all comes from you anyway - but meh - I'm an artistic snob)

edit to add - If this is a question from someone asking what they should expect to be asked, makes a difference.  But then you are commissioning a piece, so make your own desires known upfront and communicate them clearly.

hey whats with all this slagging off of lazy people eh some of us do it like a career :P

I agree with you though, I dont think in paying a larger price for something to be custom made i would want someone who didnt know what to ask the idea of custom is thats its just what you want, i think there needs to be a certain amount of expertise involved in that.

Can they wear things tight around their neck, are they allergic to any allows or metals, does their job/life permit them wearing a collar 24/7. What about removing it easily in case of medical needs.

   Assuming you know the general specifications they're looking for, what material and size and cost, just go wild. Look online and see what you think looks awesome. Temper it with what they think looks awesome, scale it down to you ability level. The worst that will happen is they won't like it and you'll be stuck with a beautiful custom-made piece.
    Your friend wouldn't have asked you to create what could potentially be such a dear piece if they didn't have some faith in your taste and skill. Most collars aren't made for the person who wears them, so I think that your friend's unknown submissive will enjoy having something unique. If the sub gets nit-picky over little things....well, tough. If they wanted a specific collar, they should've bought it themselves.
