Disclaimer on my reply:
I'm not "overly" into such play but have read plenty from the net, from subs and Dom(me)s,
and dabbled some - with catheters, an electro probe... and a couple of other things. ;)
If either party has done/is into urethral play then you'll be aware of, and can communicate, the affer-effects
of such activities.
(Most people have heard the joke of the 'pissing razor blades' after a swab. Be prepared, mentally,
for that as it will happen given the amount of nerve endings there)
As far as many of the penis plugs i've seen on ebay go, the majority are around 3/8in diameter.
Now, while that may not sound big - especially if one loves those 2.5/3in (or more) toys for bottom play -
for the urethra, 3/8in is BIG. Almost as large as a 30Fr catheter!

From a medical source:
"Catheter size is measured in charriere (Ch) or French gauge (Fg) units in sizes 6-28. The Charriere is the
outer circumference of the catheter in millimetres and is equivalent to three times the diameter. 8-10 Ch
is generally used for paediatrics and 12-30 Ch for adult catheters."
(Forgive the little maths lesson)
So, 3/8in = 0.9525cm = 95.25mm. A 30Fg (more commonly known as Fr) catheter is 30mm / 3 = 1cm = 100mm.
So starting with something that big, if it even fits, will hurt like hell and will probably do some damage.
Don't be zealous with urethral play, be CAREFUL.
Drink plenty of liquids including cranberry juice after play.
DON'T try anything that hurts or is tight when inserting - the last thing you want is to damage yourself there.
It will probably put you off urethral play forever.
