Because there is a problematic history between the police and minority communities.

Correct, when in Brixton, police tried to contain the crime that was committed overwhelmingly by blacks, the blacks didnt like it and rioted.

PC thinkers caved in, naturally.
When, due to PC thinking, stop and search was itself stopped crime stats. rose again, so everybody was happy, especially the builders who got the job of rebuilding the burned out shops.

In the Probation Service I knew of jobs that were going to be given to black people come what may, no matter if there were superior white candidates. There is no doubt that the Probation Service needed more black workers because of the cross section of offenders being dealt with in inner London.

In certain types of work, it could be argued that being part of a particular group supercedes paper qualifications and experience.  Speaking idiomatic, mother-tongue Urdu is going to outweigh only having a 2:2 against another candidates 2:1.  What is "superior" in such a case?

I would recoil from any organisation hiring people so poorly qualified - by any criterion - that the job was ever beyond them.  There is a clear line which can never be crossed and which no-one with an ounce of sense would cross.  Prioritising minority candidates will cause antipathy, which will make the rumour mill turn; so be it.  But the police/probation services are - or should be - above such concerns.

Exceptions to the UK race relations act.
A genuine(he he he he) occupational requirement is a valid reason for restricting a job to people of a particular race or ethnic or national origin. A genuine occupational requirement may apply in limited circumstances - for example, to achieve authenticity a theatre company may need black actors to depict certain scenes.

and here's me thinking that acting required a suspension of disbelief
I bet Stella will know that I am right.
If she's not in Poland running a subsidised theatre I think she should let us know.

adding: I see that Reality is hedging his bets, having confidently told us how things are he now backtracks to tell us how things should be.

Keep that up Reality and you could end up leaning backwards observing life on Uranus.

Your not really understanding the role I'm playing here as devils advocate.[:D]

You're absolutely correct....such was the covert nature of your role, I've revisited your posts and I remain unable to understand your role as devils advocate......

On the plus side, at least we're getting somewhere with our understanding of the targets and positive discrimination :-)

Never mind.

People they just don’t understand cause and effect. If you feel discriminated against regardless of whether or not the feeling is justified it will breed resentment and wipe out all the racial harmony you are trying to achieve. It’s easy for us to talk about the ignorant masses whilst not realising the impact ignoring them will have on the problem in the first place.

It also turns out that in the latest Race Relations Act an exemption allows government authorities to practice racial discrimination if they feel the need.
Thus the Social Housing for elderly Asians I mentioned earlier. Whether this ever came to fruition, in Tower Hamlets, I do not know.
I think some whites who live there feel discriminated against because Bengali will soon be the official language of the borough so as not to discriminate against the majority population
.

No one is ignoring anyone.

We're simply not pandering to base fear.

The ignorant masses eh........as someone who was born and bred in a mining village in Durham, 'looks like I'm a paid up member of the ignorant masses. I think you're underestimating the masses.
