The British military did away with floggings and keelhaulings for insubordination a long time ago. They do have a vested interest in developing and maintaining 'unit cohesion', but that doesn't always call for mindless submission. If someone feels that the only way to get ahead is to act submissively, then they will behave accordingly, in the military or in other organizations. If someone feels that they should think for themselves, even to the point of bucking the system, the military is pretty buckable.
