if there is a Home Depot, Lumberyard, or Loews will usually cut to order something that is close. Usually there is a variety, and You already seem to have the diameter which is should be all You will need. If i were looking to do this with minimal expense, i would bring a tape measure and saw into the woods, but the wood would have to dry and age a bit before using it to get rid of the wildlife, and sap.

Plumbing supplies might have preset metal or PVC posts that would do the trick as well.

What you need is a dowel. A dowel is the generic term for a column of wood, metal, plastic, or stone. They come in many many widths. I would buy a wooden dowel that can be stained to match the hitch. That's the cheap way to do it. Classy choice is to weld a metal dowel and paint the whole thing. There should be a hole in the bottom of the hitch (metal horse head). That hole will be a standard pipe size. If you're lucky, it might even be threaded (like a screw). Go get a pipe that matches it.

What are using these hitching posts for? There are a plethora of options for you; it just depends on what you need it for. If all you need is a wood post, than someone can cut you one on a lathe at your local wood fabrication shop. I worked at a Lowe's when I was younger, and I don't remember them offering a service like that. But they would certainly point you in the right direction. If you want a metal post, you need to ask around your local hardware store. It's hard to help you when your info is so vague.
