Your town police may not care about this sort of thing, but mine do. I would call the non-emergency number and they would send out a uniformed "community service officer" as soon as I told them the neighbor was abandoning stolen property on my premises and it was causing blight.  Yep, they would be there the same day.

it depends.  if you are renting, yes, there can be occupancy laws. 

i know in ohio, any child past the age of 3 had to have their own bedroom, you could only have double occupancy with two adults in one room.  that was a few years back, though.

if you own your own home, the laws arent quite as stringent.

If I recall, occupancy limits are generally set by towns, not states.  So there is most likely HUGE variances in what is allowed from place to place, and if they are renting, there would be limits in their lease/rental agreement as well.

Sounds like the best course of action to me.

First time 'round, knock on her door and ask her to keep her belongings on her property.

Second time 'round, as per the above quote. If she can't behave like an adult, expect to be treated like a child who needs the adults to come 'round to her home and sort her out. Plus, why should you waste your energy having to constantly ask her to be reasonable?

If calling the stort doesn't help... call the  city and report a "Littering Problem".  With any luck they can file charges against both the store AND the person doing the deed.

Since you already tried calm discourse with your neighbors and that failed ,and since you also tried to enlist the help of the store managment and got nowhere, perhaps more drastic measures are called for.

In my experience neighbors from hell respond only to devilish and ruthless tactics. You must make them believe that you are waaaay crazier than they are and capable of anything. As the saying goes, there is a time for peace and a time for war.

I suggest you wait for the right conditions. A dark night with the wind blowing steadily toward the neighbors front door. Load the offending carts with a discarded tire each, move the carts up close enough to neighbors' house for desired effect but not enough to do any real damage, use an appropriate amount of highly flammable liquid fire starter, toss a match and settle down in your favorite lawn chair with a cold one to watch the fun. Burning, smoking rubber is rather odiferous and hard to extinguish.

If this approach should fail, although I doubt it will,get creative. At least it's more fun and less taxing on you than feeling helpless and frustrated.

You should probably videotape them doing it so when/if the police get involved they can't say that it was you doing it instead.

I'm too lazy to go and look it up, but that's probably illegal and will get you in more trouble then they ever would for taking the cart off of the market's property.
